• Must be a serving NYSC Member , Student of penultimate year in Federal Tertiary Institutions,
• Former NYSC Member that participated in 2011-date Electoral activities or
• Federal Government Employee Grade Level 07-09 possessing minimum of National Diploma/equivalent at State Level.

Higher qualification will be an added advantage. In addition, candidate must be a duly registered member of NIM (Chartered), CIPM or other equivalent professional bodies.

In addition the candidate should have a minimum of eight (8) publications, at least five (5) of which shall be original articles in recognized academic journals while others may be in conference proceedings, book chapters in book, manuals, and technical reports on recognized research projects provided that at least three (3) publications have been produced since becoming Lecture I, and shall be of good character.
